Adds Forgejo Actions workflows under .forgejo/workflows for automated CI/CD for issue #96.

Workflows:

• ci.yaml: Commit message convention checks, cargo fmt, clippy, skill package tests, full cargo test suite, and hermetic nix build
• container.yaml: Docker build and smoke test verifying unprivileged execution and read-only root compatibility
• release.yaml: Docker container build and push to Forgejo Container Registry on version tags, omitting deployment hooks per configuration preference

Verification:

• cargo fmt --check
• cargo clippy --all-targets -- -D warnings
• cargo test --test skill_package_tests: all 7 tests passed
• Verified workflow YAML structure against existing Forgejo Actions conventions

- Enforce Conventional Commits validation in commit conventions check
- Restrict container workflow trigger paths to packaging files only, avoiding high-bandwidth container builds on routine source code changes

Add local Git hooks to enforce quality standards on the developer machine and protect worker VPS bandwidth:

- .githooks/commit-msg: Enforce Conventional Commits and ban backticks
- .githooks/pre-commit: Run cargo fmt check
- .githooks/pre-push: Run cargo clippy and skill package tests
- flake.nix: Automatically set core.hooksPath in devShell shellHook
- .forgejo/workflows/ci.yaml: Gate heavy compilation and tests on workflow_dispatch
