Add Forgejo Actions workflows under .forgejo/workflows to automate testing and release validation.

Workflows:

ci.yaml: Commit message convention checks, cargo fmt, clippy, skill package tests, full cargo test suite, and hermetic nix build.
container.yaml: Docker build and smoke test verifying unprivileged execution and read-only root compatibility.
release.yaml: Docker container build and push to Forgejo Container Registry on version tags, omitting deployment hooks.

Acceptance:

Valid YAML syntax following Forgejo Actions specifications
Passes local test and formatting checks
Zero backticks in commit messages and pull request metadata
