Updates skills/life/references/commands.md to document the sync command options and recovery semantics for issue #94.

Changes:

Document the mode option explicitly in the command line
Describe input body mode override and operation_id requirement
Clarify state-changing idempotency, cursor handling, fallback enumeration, and recovery guarantees

Verification:

cargo fmt --check
cargo check
cargo clippy --all-targets -- -D warnings
cargo test --test skill_package_tests: all 7 tests passed
