Summary

Implements Issue 16: Responsive cartographic fire cluster and KHG data table.

src/types/table.ts: Defined CartoTableRow, ClusterStatusTier (SIAGA, WASPADA, PANTAU, AMAN), and sorting models.
src/components/table/status-badge.tsx: Color-coded status badge component matching exact opacity and borders from DESIGN.md and Streamlit app.py.
src/components/table/carto-data-table.tsx: Native cartographic table with sticky #1F2622 headers, #2E3832 borders, #161917 rows, and hover highlights.
In-memory sorting by Danger Score, Point Count, Location, and Time operating under 10ms with search filtering.
Clicking rows selects and opens the cluster inspection drawer.
carto-data-table.test.ts: Vitest suite verifying sorting performance and tier filtering.
