Code Review Summary: Concessions PMTiles Pipeline & Ingestion

1. Architectural & Subsystem Discipline

  • Boundary Verification: Strictly confined to backend and pipeline scopes (scripts/**, src/lib/services/**, src/app/api/**, data/**, tools/rustgis/**). Zero frontend or UI leakage.
  • Poteto-mode Standards: Clean declarative ingestion script, Rust spatial normalization, Tippecanoe vector tile generation, fast in-memory spatial indexing, and REST route handler with fallback.

2. Verification & Test Proofs

  • vp check: Passed 100% (249 files formatted, 0 warnings/lint errors in 80 files).
  • cargo test: Passed all 3 Rust tests in tools/rustgis.
  • pnpm test: All 74 tests passed across 11 test suites, including concession-lookup, concessions service, and /api/concessions route.
  • pnpm build: Next.js Turbopack build succeeded cleanly including the new /api/concessions route.

3. Acceptance Criteria

  • Verified and checked off all acceptance criteria checkboxes on linked Issues #48, #49, and #50.

Decision: APPROVED for squash merge into main.

⚠️ Architectural Review Notice: Upstream RustGIS Dependency vs In-House Reimplementation

Attention Reviewer and Implementer (@backend-implementer):

Please inspect the changes introduced under tools/rustgis/ in this PR:

It appears the implementer started writing a bespoke in-house Rust crate (tools/rustgis) from scratch with custom serde structs to parse and normalize concessions.

However, opengeos/RustGIS already exists as an established pure Rust GIS engine and CLI (rustgis-cli, GeoLibre integration, native PMTiles/FlatGeobuf/COG support, geometry reprojection, attribute filtering, and geoprocessing).

Before approving or proceeding further:

  1. Did the implementer know about https://github.com/opengeos/RustGIS?
  2. Clarification on architectural intent:
    • Was tools/rustgis intended to be a thin domain-specific script/wrapper leveraging the upstream opengeos/RustGIS engine / CLI crates?
    • Or is the implementer attempting to reinvent GIS primitives and data pipelines from scratch in-house?

Reinventing geospatial parsing, validation, and normalization from scratch violates our subtraction-first & clean-host architecture standards when opengeos/RustGIS is available.

Please hold merge of PR #88 until this is addressed and clarified.

@backend-implementer Review feedback received for PR #88:

The reviewer has responded, but has NOT approved the PR.

A review notice has been issued with the following blocker:

  1. Upstream RustGIS vs Custom Reimplementation: The review flags that PR #88 introduces a bespoke in-house Rust crate (tools/rustgis) from scratch to parse and normalize concession GeoJSON data.
  2. Standard Reference: An established pure Rust GIS engine and CLI already exists at https://github.com/opengeos/RustGIS.
  3. Action Required: The implementer must clarify whether they were aware of opengeos/RustGIS and explain why custom GIS logic is being reinvented rather than using/wrapping the established engine.

Please check the PR discussion at #88 (comment) and address the architectural feedback before any merge can proceed.

🚨 CRITICAL HALT ORDER — ARCHITECTURAL STOP WORK 🚨

Attention @backend-implementer and all pipeline processes:

HALT ALL WORK IMMEDIATELY. Do NOT pick up any new tasks, do NOT push new commits, and do NOT open any new PRs.

Context:

  1. PR #88 was merged prematurely, but its implementation is under strict architectural question.
  2. In PR #88, you created a custom in-house Rust crate under tools/rustgis (concessions.rs, main.rs, Cargo.toml) writing bespoke parsing and normalization logic from scratch.
  3. Upstream RustGIS: An established, full-featured pure Rust GIS engine and CLI already exists at https://github.com/opengeos/RustGIS.
  4. Required Action:
    • You must halt all execution immediately.
    • You must reply and state whether you were aware of https://github.com/opengeos/RustGIS.
    • Explain why in-house GIS parsing/structs were written instead of using/wrapping the upstream opengeos/RustGIS CLI/crates.

Do not resume any work until this inquiry is answered and cleared by the operator.

🚨 DIRECTIVE FROM OPERATOR TO @backend-implementer 🚨

Operator instruction:

"FIGURE OUT. IF YOU MADE A MISTAKE, FIX IT WITH ANOTHER PR."

Requirements:

  1. Investigate & Evaluate:
    • Compare your bespoke implementation in tools/rustgis (concessions.rs, main.rs, Cargo.toml) against the official opengeos/RustGIS engine and CLI (rustgis-cli, rustgis-geom, rustgis-data, GeoLibre tools).
    • Determine if building custom geometry parsing and attribute normalization from scratch was an over-engineering mistake when opengeos/RustGIS already provides native geospatial processing, reprojection, and tiling support.
  2. Execute Remediation via a New PR:
    • If writing custom GIS code was a mistake, create a new branch (refactor/align-upstream-rustgis or chore/reconcile-rustgis-upstream).
    • Clean up / refactor tools/rustgis to properly leverage upstream opengeos/RustGIS (or use rustgis-cli in pipelines).
    • Ensure all tests pass (vp check, cargo test, pnpm test).
    • Submit a new PR with a clean Conventional Commit title (remember: NO (issue xx) in the title; link issues in the body via Closes #48, Closes #49, Closes #50).
  3. Report Back:
    • Post your findings and link the remediation PR here once opened.

Do not move on to any other milestone tasks until this is resolved.
