The HTML5 tier has run three times behind continue-on-error with no way to tell whether Chromium ever started, because this Forgejo serves no job logs over the API. Posts the verdict, topology and log tail to #16 instead.

Scoped to the HTML5 step only, and marked for deletion when #16 closes.

The HTML5 tier has run three times behind continue-on-error and nobody can
say whether Chromium started: this Forgejo serves no job logs over the API,
so a step that fails silently leaves no trace outside the web UI. #16 exists
to answer exactly that question.

Narrow revival of the reporting 2581e8f removed, scoped to the HTML5 step
alone rather than the whole job, and pointed at the open issue that wants the
answer. Topology is tee'd again because free disk is one of #16's questions.

Delete the step, the issues: write grant and both tees when #16 closes.

fix(ci): do not let teardown overwrite a decided HTML5 verdict

Run 162 in the job container went green through every phase of both loads,
then exited 1 with 'cdp socket error'. finish() kills chromium, which tears
down the devtools socket, which fires the error listener while the first
call is still awaiting rm() — the second process.exit wins the race and
reports failure on a run that passed.

Invisible locally: rm() on a warm page cache returns before the socket
close propagates. The container is slower and loses that race.

One flag; the first verdict is the verdict.
