Drops the two-line HTML5 paragraph from release.yml's generated block. v4.0.0 already states the 4.2.4 requirement in its Breaking changes section; the v4.0.0/v4.0.1/v4.0.2 release bodies have been edited to drop the duplicate.

The generated "Use as a Defold library" block carried it verbatim on every
release since 4.2.4 was adopted. It is a fact about one dependency bump, stated
in v4.0.0 where the bump happened; repeating it under each later tag is noise.
The three published bodies have been edited to match.
