Keep plugin executables on Noctalia's private PATH instead of the host/user profile.

  • Map tools by plugin ID so removing a plugin also removes its runtime tools from the closure.
  • Wrap the prebuilt package with runCommand/makeWrapper, preserving the upstream Cachix hit.
  • Move evtest out of environment.systemPackages; nothing else needs it.
  • Keep base tools required by plugin shell entry points.

Verified: wrapped derivation builds, noctalia --version returns v5.0.0, and the generated systemd unit points to the wrapper.
