programs.noctalia installs a systemd user unit (wantedBy = graphical-session.target), so spawn-at-startup "noctalia" in the niri config started a second instance.

xwayland-satellite has no unit — nothing else in the config starts it — so its spawn-at-startup stays. Dropping it would leave X11 clients with no Xwayland.

programs.noctalia installs a systemd user unit wanted by graphical-session.target, so spawning it from niri too started it twice. xwayland-satellite has no unit and stays spawned here.
