Closes #101

  • Resolve System One endpoints under custom URL path prefixes and preserve explicit System One or decisions paths.
  • Permit approved Jev 1.13 request models and OpenRouter dated response snapshots while refusing moving aliases and unapproved models.
  • Preserve the configured model in next and review judgment provenance.

Verification: cargo test jev passed; complete Jev client, Jev fixtures, Jev advisory, next-ranking and review test files passed (114 tests). The unrelated config doctor test in the full config_tests file fails when storage or service dependencies are unavailable.
