Acceptance Criteria

Add .omp/ to .gitignore so agent runtime state, unpacked agents, and logs are ignored and do not pollute worktree clones.
Add "typecheck": "tsc --noEmit" to apps/management/package.json.
Wire typecheck into package.json's verify:management and verify scripts (or via turbo.json task dependencies) so pnpm verify:management runs test, lint, and typecheck.
pnpm verify:management must exit 0 in under 5 seconds.
