Enforces mechanical PR convention verification, installs PR templates, and declares OpenRig agent specs with explicit skill manifests.

Principles applied

principle-encode-lessons-in-structure: Converted advisory skill guidelines into deterministic code gates.
principle-boundary-discipline: Isolated review and issue verification at the PR integration boundary.
principle-prove-it-works: Verified linter with negative and positive test fixtures.

Impact

For the consumer: Guarantees all PRs maintain simplicity, verified test proof, and clear user impact.
For the maintainer: Replaces manual review policing with automated mechanical gates in CI.

No bespoke tools or in-house crates added when standard upstream libraries exist.

Code subtraction evaluated: zero dead weight added.

pnpm exec vp check: All 244 files are correctly formatted, 0 warnings.
pnpm test: All 43 tests pass.
