What to build

Render a dynamic, dashed tactical dispatch line on the MapLibre canvas connecting the selected fire cluster centroid to its assigned nearest Manggala Agni response base.

Technical specifications

Target files:
- src/components/map/layers/dispatch-vector-layer.tsx: MapLibre GeoJSON line layer.
Visual design:
- Line dasharray: [2, 2].
- Line color: Dynamic based on risk (amber #f59e0b for WASPADA, red #ef4444 for SIAGA).
- Line width: 2.0px.

Acceptance criteria

Vector line animates or draws between cluster and station when cluster is selected.
Removes line cleanly when cluster selection is dismissed.
Zero lag or rendering flicker during camera movement.
