What to build

Build the "Unit Tanggap Darurat Terdekat" emergency contact card in src/components/drawer/nearest-firefighters-card.tsx to mount inside ClusterDetailDrawer, displaying the nearest Daops base, distance, radio channel, and direct tel: hotline dialer button.

Technical specifications

Target files:
- src/components/drawer/nearest-firefighters-card.tsx: Card UI component.
- src/components/drawer/cluster-detail-drawer.tsx: Mount card.
Card elements:
- Nama Daops & Jarak Geodesik (km).
- Estimasi Waktu Tiba (Jam) untuk medan gambut.
- Tombol dialer darurat: <a href="tel:...">.
- Badge VHF Radio Channel & Personel Siaga.

Acceptance criteria

Renders nearest base dynamically when a fire cluster is selected.
Tapping call button initiates device phone dialer.
Follows DESIGN.md dark tactical aesthetic.
