What to build

Build an ingestion and compilation script in scripts/build-canals-pmtiles.sh to extract drainage canal line networks (parit perkebunan) from BIG Hydrography sources and compile them into drainage_canals.pmtiles.

Technical specifications

Target files:
- scripts/build-canals-pmtiles.sh: Tippecanoe compilation script.
Parameters:
- Minzoom: 11, Maxzoom: 14.
- Flags: --extend-zooms-if-still-dropping, --drop-densest-as-needed.
- Attributes: canal_type (PRIMARY | SECONDARY | TERTIARY), condition (DRAINED | BLOCKED).

Acceptance criteria

Generates public/tiles/drainage_canals.pmtiles under 25 MB.
Verifies cleanly with pmtiles verify.
Features contain normalized type and condition attributes.
